The National Code of Practice for Light Vehicle Construction and Modification (VSB 14) has been prepared by members of the Australian Motor Vehicle Certification Board Working Party in consultation with industry, user groups, government agencies and individuals with an interest in modifying light vehicles and/or building individually constructed light vehicles (ICVs).
All vehicles in Victoria need to conform to construction standards to ensure that drivers and passengers are provided with a minimum level of safety.
Vehicle modifications, such as those aimed at improving performance or appearance, may have an adverse effect on the vehicle’s safety or emissions performance.
A vehicle assessment signatory scheme (VASS) signatory is responsible for ensuring all modified, individually constructed and certain imported vehicles meet standards for registration.
Government regulations require that all vehicle modifications must:
be carried out in accordance with guidelines issued by VicRoads, or
have VicRoads' specific approval. This applies to a vehicle that is already registered or when an application for registration is being made
The Australian Design Rules (ADRs) are our national standards for road vehicle safety, anti-theft and emissions. All new road vehicles manufactured in Australia and imported new or second-hand vehicles, must comply with the relevant ADRs when they are first supplied to the Australian market.
